Dr. Andrea Calderaro is the founding director of the Centre for Internet and Global Politics, and a Lecturer in International Relations at the Department of Politics and International Relations/School of Law and Politics at Cardiff University. He holds his PhD in Social and Political Sciences from the European University Institute.
His research and teaching centres on Internet and International Affairs, with a particular focus on internet governance, critical cybersecurity studies, cybersecurity capacity building, telecom policies, digital rights and freedoms, ICTs for development, and the role of the EU in the global internet policy debate.
He serves as Editor of the “Digital Technologies and Global Politics” Book Series at Rowman & Littlefield, a member of the Global Internet Policy Observatory’s Advisory Group of the European Commission, as Chair of the ECPR Internet & Politics standing group, an Associate Editor of the International Journal of E-Politics, and a member of the Civil Society Information Society Advisory Council board at the OECD. Prior to joining Cardiff University, he was Lecturer at the University La Sapienza of Rome in “New Technologies and International Relations”, Senior Research Fellow at the Institute for Internet and Society at Humboldt University, Research Associate at the Centre for Media Pluralism and Media Freedom/European University Institute, Visiting Fellow at the California Institute of Technology, and project director of the NRC Funded “ICTs for the Global Governance of Peace and Security” Project at the University of Oslo.

My research centres on the increasing centrality of the internet in the Global Governance debate, influenced by the escalation of international disputes and inequalities concerning the governance of internet infrastructure.
My research agenda is clustered around these key issues, emphasising two complementary perspectives:
1) The increasing centrality of internet governance issues in foreign policy agendas, with a particular focus on the role of the EU in international negotiations and in implementation of foreign policy initiatives addressing human rights from technical and policy perspectives.
2) I look at the internet governance debate from a bottom up perspective. In particular, I am intersted in internet governance capacity building practiceshow and in how newly connected countries are developing their internet policy development capacity. This issue has been central in my fieldwork in countries in political transitions, including Myanmar and Cuba, where I am following the national connectivity building process from a policy perspective.
Finally, I implement my research and my active role in public debate also by being a Member of the Scientific Board of the Global Internet Policy Observatory (GIPO)/EC, a Member of the Civil Society Information Society Advisory Council (CSISAC) at OECD, member of the NCUC at ICANN, and by having served as consultant of EU Parliament, the EU Commission, the Italian Parliament, and the House of Lords.
