Trosolwyg
Mae fy ymchwil yn cwmpasu llywodraethu pontio cynaliadwyedd yn amgylcheddol yn y sectorau gwastraff, adnoddau ac ynni (yn benodol yr 'economi gylchol'). Wrth lywodraethu sifftiau normadol tuag at gynaliadwyedd, mae gen i ddiddordeb arbennig yn rôl gofod, lle, cysylltiadau pŵer rhwydweithiol, iechyd, arloesi a chyfiawnder amgylcheddol. Mae fy ngweithgaredd ymchwil yn cynnwys darparu seilwaith 'gwyrddach' newydd trwy systemau cynllunio cenedlaethol a rhanbarthol (e.e. cyfleusterau ynni o wastraff, planhigion ynni o fiomas a chyfleusterau hydrogen). Ar hyn o bryd rwy'n cadw cysylltiad â sawl cymuned yng Nghymru a Lloegr lle mae seilwaith o'r fath wedi'i leoli (neu yn cael ei leoli). Mae hyn yn cynnwys Y Barri yn Ne Cymru lle cwblheais waith yn 2023 ar ymchwil a ariennir gan ESRC i wyddoniaeth dinasyddion a'r system gynllunio. Rwyf hefyd wedi cwblhau dau brosiect a ariennir gan ESRC ar effaith Brexit ar sector gwastraff ac adnoddau'r DU a sut mae safonau'n cael eu defnyddio gyda mentrau economi gylchol, yn y drefn honno. Yn gyffredinol, mae gan fy ymchwil ddimensiynau damcaniaethol, empirig, methodolegol a pholisi gwahanol.

Ymchwil
Rwy'n ymchwilio i well llywodraethu gwastraff, adnoddau ac ynni (yr 'economi gylchol'). Mae'r maes ymchwil rhyngddisgyblaethol hwn yn cysylltu cynllunio trefol a daearyddiaeth ddynol.
Yn gyntaf, mae'r Undeb Ewropeaidd (UE) wedi chwarae rhan ganolog wrth ail-lunio dull y DU o reoli gwastraff cynaliadwy. Yn flaenorol, denodd deunyddiau gwastraff werth sero neu negyddol a'r opsiwn gwaredu a ffafrir oedd tirlenwi. Nawr, ystyrir deunyddiau gwastraff fel adnoddau sydd â gwerth i'r economi. Mae'r newid dramatig hwn mewn polisi, ymarfer a chysyniadu deunyddiau wedi cael ei gyd-fynd â datblygiadau mor ddwys mewn llywodraethu gan gynnwys:
- Mae dulliau rheoleiddio traddodiadol o reoli gwastraff wedi cael eu hategu gan fesurau gwirfoddol, yn enwedig trwy safonau;
- mae safle llawer o weithgarwch llywodraethu wedi symud i fyny o Lundain i Frwsel ac i lawr i'r gwledydd datganoledig gyda chynnydd dilynol mewn amrywiadau polisi;
- Mae gweithrediadau rheoli gwastraff awdurdodau lleol yn ymuno â mentrau cymdeithasol a chwmnïau gwastraff i gyflawni polisi rheoli gwastraff ac adnoddau; a
- Mae'r polisi ei hun, o dan ymbarél egwyddorion yr Economi Gylchol (CE), yn gofyn am ddulliau mwy cyfannol, integredig a threfniadaeth aml-scalar o gadwyni cyflenwi deunyddiau.
Er nad yw byth yn sefydlog nac yn ddiogel, mae'r trefniadau cymhleth hyn ar gyfer deunyddiau llywodraethu yn wynebu ansicrwydd mawr gyda Brexit. Mewn darlun cynyddol hylifol o lywodraethu deunyddiau, mae ansicrwydd mawr o wybod ble mae pethau'n cylchredeg yn gorfforol sy'n peri problemau wrth asesu perfformiad a newid.
Yn ail, rwy'n ymchwilio i gyfranogiad y cyhoedd yn y system gynllunio, yn benodol pan fydd cymunedau'n dewis ymgymryd â gwyddoniaeth dinasyddion yn erbyn datblygiad. Mae cyfranogiad ystyrlon gan y cyhoedd, fel rhan allweddol o lywodraethu gwastraff effeithiol, yn helpu i osgoi canlyniadau cymdeithasol, economaidd ac amgylcheddol anghynaliadwy ar lefelau lleol, rhanbarthol a byd-eang. Fodd bynnag, mae llawer o'r rhai newydd, Mae prosiectau gwastraff mwy cynaliadwy - sy'n aml yn cynnwys technolegau glân datblygedig - wedi'u lleoli ger cymunedau cymharol ddifreintiedig. Fel arfer, mae gan y lleoedd hyn hanes hir o ddiraddiad amgylcheddol o weithgarwch diwydiannol llygredig yn y gorffennol a'r presennol. Mae pryderon dwfn yn bodoli gyda rhai aelodau o'r gymuned, gwleidyddion lleol a chyrff anllywodraethol ynghylch yr effaith gronnol ar iechyd amgylcheddol gweithgarwch diwydiannol ychwanegol o'r fath. Mae'r cyd-destun penodol hwn hefyd yn bwydo diffyg ymddiriedaeth y cyhoedd gyda'r rheoleiddiwr, cyrff llywodraeth leol a datblygwyr/gweithredwyr.
