Overview

Before joining the PhD programme, I worked as a Legal Advisor for the Ministry of Information Technology (MITIC) for 4 years, implementing the changes required for the digital transformation of Paraguay. This was after 8 years working as a Legal Clerk for the Supreme Court of Justice with an emphasis on Public Law, and a brief period of time working as a Senior Associate in Corporate Law for Ferrere Abogados in Paraguay, focusing on consulting projects for the public sector as well as Data Protection and IT Law.

I am a member of the Paraguayan Association of Law and Technology (APADIT). I have an LLM in IT and Communications Law from LSE and my academic interests include IT Law, Media Law, Public Law, and Public Policy.

My research in Cardiff focuses on the impact of e-govenment in transparency public policies and the possible roadblocks set by Public Law, incorporating a comparative analysis of Paraguay, Uruguay, Estonia and Wales.

Thesis

E-Government: Its Role In Improving Transparency In Government Institutions.

Governments worldwide have implemented e-government as a way to promote transparency within government institutions. This research will critically analyse the legal context within which a group of selected countries: Estonia, Paraguay, the UK and Uruguay, have successfully implemented or are currently in the process of implementing e-government mechanisms to improve transparency. This, whilst also taking into account the legal limitations imposed by the specificity of Administrative Law. 

Through a multidisciplinary approach, my research will gather insights from Public Policy, IT Law and Administrative Law to fully grasp the necessary legal changes required in countries with a comparable background to adequately implement e-government mechanisms to improve similar transparency strategies. 

The ultimate aim of this research is to propose normative solutions that can allow the implementation of technologies in a flexible way, allowing change to take place following Administrative Law principles.
