Bu Rachel yn Ddeon a Phennaeth Ysgol Busnes Caerdydd am chwe blynedd tan fis Medi 2024 ac mae'n Athro mewn Rheoli Gwasanaethau Cyhoeddus. Gellir gweld ei hymchwil mewn perthynas â phedair thema allweddol: newid sefydliadol a sefydliadol yn y sector cyhoeddus; craffu ac atebolrwydd mewn gwasanaethau cyhoeddus, cydraddoldeb ac amrywiaeth mewn gwasanaethau cyhoeddus a pherfformiad gwasanaethau cyhoeddus.

Mae hi wedi cyhoeddi mewn cyfnodolion gan gynnwys Journal of Public Administration, Research and Theory, Journal of Management Studies, British Journal of Management, Public Administration, Policy and Politics and Public Management Review. Yn ddiweddar, cyd-olygodd 'Theorising Contemporary Public Management Research: International and Comparative Perspectives', rhifyn arbennig o'r British Journal of Management a chyd-olygodd hefyd 'Public Service Improvement: Theories and Evidence'  (Gwasg Prifysgol Rhydychen, 2010).
