Tom's research and teaching interests lie in the areas of partnership, governance and ethics.
His work has been published in a number of journals including: Journal of Business Ethics, Journal of Public Administration Research and Theory, Public Administration and Urban Studies. He is the co-author/author of Public Service Improvement: Theories and Evidence (Oxford University Press, 2010); Public Service Efficiency: Reframing the Debate (Routledge, 2013) and Public Management: A Research Overview (Routledge, 2022).
